ビルマ軍事政権は今月になって、全国民に兵役の義務を課す徴兵制を導入した。
兵役義務が課せられるのは、男性は18歳～35歳まで、女性は18歳～27歳まで。兵役期間は最低2年で、戦時は最長5年に延長される。
兵役を拒否する者は、罰則として禁固3年の刑に処せられる。
2008年夏、APF通信社の取材班は、ビルマ軍事政権に抵抗を続ける少数民族カレンの軍事キャンプに潜入した。
そこで出会ったビルマ軍の脱走兵の証言。
■第○○歩兵部隊の元隊長
このキャンプには2007年3月に来ました。
ここにきた理由は軍に服務したくなくなったからです。
上から指示された職務はよくない職務が多いです。軍は上の人間が下の人間を押さえつけています。自分たちには武器がある、権力があるからといって、国民に悪いことをしたくありません。強制的にも、もうやりたくはありません。
民間人に対する弾圧は好きじゃありません。しかし「殺せ」と命令されたら殺さなければなりません。
それ以外にも兵士たちが耐え切れないことがたくさんあります。給料に関することもそうです。
■戦略管理本部第○○歩兵部隊の元軍医
政治的な理由で兵士になりましたが、この世でかなりの悪いことをせざるを得ませんでした。
少数民族の村々を焼き払う、壊すことを強制的にさせられているのを見て、私自身も少数民族であるため、そのようなことをしたくないし、見たくもありません。私自身も少数民族であるために軍隊の中でひどい扱いをされました。兵士にすら人権がなく、人間としての保障もありません。
軍からの脱走は、私の人生で、かなりの勇気が必要でした。
家族もいっしょに逃げてきて、いまはメラキャンプにいます。
軍事政権のことを全く好きじゃないのに、国民に暴力や虐待を加える仕事、自分たちの国を貧困にさせる仕事、前線の村々でしたくない仕事も、せざるを得ませんでした。
軍幹部は、下にいる兵士たちのおかれている状況を全く知らないし、下にいる兵士たちに同情を寄せません。しかし、幹部の望むことすべてに応える兵士もいます。
私は僧侶たちに暴力を振るったことに心を痛めています。私はキリスト教徒ですが、僧侶たちに暴力を振るったことに、皆と同様に心を痛めています。
APFの長井さん、彼は日本人であるにも関わらずビルマ問題に興味を持った人であるため、大変、彼を誇りに感じています。民主化になった日にも彼の存在は忘れません。彼はビルマのために務めてくださったため感謝しています。もし彼がいれば、彼に言いたいです。彼の自己を犠牲にする精神を尊敬しています。人々のために務めた彼に神様からの祝福がありますように。
部下は上からの命令に従わなければなりません。従わなければ、命令に従わない、ということで投獄される、給料を減らされることを恐れて、皆、命令に従っています。特にビルマは仏教国であるため、命令に従わなければならないということもあると思います。
上層部、タン・シュエたちの権力持続のため、ほんの少しの人々がいい暮らしをするため、私たちは働いています。本来は兵士とは母国を敵から守るためにあるはずです。
■東南部軍司令官の第○○歩兵部隊の元准尉
APFの長井さんを撃った兵士は命令に従って撃った。しかし彼の精神はおかしくなっていたと思います。
もしかしてお酒を飲んでいたのでは、と思います。軍隊はお酒を配給しています。酒を飲んで戦うこともあります。酒を飲んでいなければ、上に向けて発砲したでしょう。飲んでいたから水平に撃ったのだと思います。
長井さんを撃ったのは「G3」という銃で、7.62ミリの弾です。ドイツ製です。
射程は200～300メーターぐらい。これに当たったら殆どの人は死ぬ。

国民と兵士の不満、外国の圧力によって、軍事政権の状況がこの１～２年の間に変わる可能性があります。変わりますようにと祈っています。国軍50万人のうち、約半分はそのうち反乱すると思います。
